Before you start
You need Create requisitions permission for the selected project, and the project setup must be in place. The permission can be managed for each user from the project's user permissions. Projects where you do not have permission cannot be selected when starting or duplicating a requisition. Make sure the following exist before raising a requisition:
An active site for the work
An active trade with rates configured for the rate type and pay type you intend to use, or active piece-rate values for the rate type when no hourly or daily time rate is needed. An explicitly selected POA time rate allows a requisition to be raised while rates are still to be agreed. An ordinary zero time rate means No rate, displays as -, and blocks new requisitions; a blank rate is unavailable unless a parent rate is inherited. Hirers and agencies must set positive assignment pay and charge before confirming time-based work
Approval settings for the project, including stage approvers when multi-stage approval is enabled
A valid purchase order, if PO validation is enabled for the project
1. Select the project, site, work activity, and trade
Start by setting the context for the requisition:
Choose the project the requisition belongs to.
Choose the site where the work is needed.
If work activities are configured, choose the work activity that best matches the requirement. A custom activity shift pattern requires a start time, end time, and break for every working day; the break can be zero. It uses its configured day or night default when calculating the requisition and creating assignments and timesheets. An activity with enhanced uplifts derives its schedule from the configured default shift type and the days included in its default shift pattern. Uplift rules remain available independently for timesheet hours entered on other configured days. When an assignment is created, its shift pattern and uplift rules use the applicable enhanced uplift configuration, including any agency-specific override.
Choose the trade or role being requested. The selected trade determines which rates, pay types, and trade requirements are available. An age badge, such as 23+, identifies a trade with a minimum worker age. The same badge appears beside the trade on the review dialog before submission.
2. Enter dates and quantity
Choose how the requirement will be fulfilled, then set its period and headcount:
Fulfilment mode — when shift-based requisitions are enabled, you must choose Standard (Headcount-Based) or Shift-Based (Daily Coverage). The form does not preselect an option.
Start date and end date — the end date can be the same as the start date, but cannot be earlier.
Quantity — for standard requisitions, this is the total number of workers required. For shift-based requisitions, this is the number of workers required per shift.
3. Choose agencies
Select the agencies that should receive the requisition once it is approved. Depending on your permissions and company setup, the agency list may be preselected, grouped, or restricted.
If an Agencies access-control rule restricts a user from selected agencies for requisition agency selection, those agencies are hidden from the agency selector.
If purchase order validation is enabled, The system checks whether the selected agencies have the required purchase order coverage before the requisition can be submitted.
Company requisition default rules can match any selected agency. An agency match applies its configured defaults to the whole requisition, including every selected agency. The rule can initially select Auto assign or Manual assign, which you can change before submission, and can remove competency requirements. Changing the selected agencies evaluates the rules again; when no rule matches, Auto assign returns to the applicable project or company default.
4. Select rate type and pay type
After selecting the trade, choose the rate type and pay type for the requisition. These values determine the pay and charge rates used for the role. Hirers and agencies with rate access see explicitly marked POA pay and charge rates as POA in the saved requisition’s Value tab; unpriced monetary values and totals display as -. Restricted financial values remain hidden.
Review the schedule at the bottom of the form. For day-rate requisitions, Working Days shows a table with days on the left and a Working Day column. Set each toggle to Yes or No; start, end, and break fields are not shown. For hourly requisitions, Shift Pattern also shows the times and breaks. Hirers with Amend Shift permission can change the working days, including adding weekend days to a weekday work activity pattern. The schedule remains read-only when enhanced uplifts are enabled. Provide a reason for the change if prompted. Agencies receive the requisition with its saved working days.
An active piece rate for the selected rate type allows the requisition to be submitted even when the trade has no hourly or daily time rate. The review confirms that piece rates will apply.
If you have Amend Requisition Rates (Before approval) permission, the Amend Rates action is available from the Time view only. You can amend pay and override agency markup as a percentage. PAYE employer-cost overrides remain available without configured components. CIS and PSC overrides require a component for that rate type in the effective company or project cost configuration, matching assignment overrides. An explicitly empty project configuration takes precedence over company costs. If an existing override no longer has configured costs, switch it off before saving or configure costs first. Selecting the markup override starts with the percentage currently applied to the rate. Every time-rate amendment requires valid non-negative pay and charge, including when keeping the same rate type and hourly or daily basis. Choose Rate with positive pay or explicitly select POA while pricing is to be agreed. No rate is not offered when amending rates while raising a requisition. Blank, missing and negative rates cannot be saved. Agencies see the amended rates, subject to their rate access. Piece rates cannot be amended while raising a requisition.
The rates section shows the estimated requisition value calculated from the selected dates, shift, quantity, pay type, and charge rate. POA time rates show the estimate as - until pricing is agreed. This is the value used when checking approval limits and resolving value-based approval routes. For a piece-rate-only requisition, an estimate is not displayed because the number of completed pieces is not known when the requisition is raised. The total is calculated from completed units entered on timesheets.
For hirers and agencies with rate access, POA pay and charge remain labelled POA; requisition Value tables show estimated monetary values and totals as - until pricing is agreed.
5. Add comments, tags, cost codes, and custom fields
Provide any additional context that approvers, agencies, or downstream processes will need:
Requestor comments — additional context for approvers and agencies.
Cost code — required when cost codes are configured for the project.
Tag — available when user tags are configured.
Custom fields — fields configured for completion on submission appear here. Fields configured for after submission, when approving, or after approval are completed later in the workflow. Submitted values appear with the requisition, while their display settings determine whether they also appear on assignments, timesheets, or timesheet invoices and their exports.
Hiring managers — when required by company configuration, select one or more active, verified company admins or project users with Assign Worker to Requisition permission. This includes project requestors when that permission is enabled. They are notified when an agency submits a worker. With the required project access, selected hiring managers can view the requisition, its submissions, and linked assignments and timesheets even when specific timesheet approvers are enabled. Their existing action permissions still apply, and selection does not grant approval permissions.
6. Choose approval options
If approval is required, select the requisition approver or stage approvers shown on the form.
Company admins who can approve the requisition can select Send through the usual approval process instead of auto-approving it. This choice is available for both single-stage and multi-stage approval.
When approval routing is enabled, it applies automatically for users who are not offered the approval-process choice. Company admins who are eligible to auto-approve can select Send through the usual approval process to use routing; leaving it unticked uses their auto-approval instead.
Approvers who cannot approve the requisition value remain visible but disabled, with a tooltip showing why they cannot be selected.
If dates, quantity, shift pattern, pay type, or rate type changes make a selected approver no longer eligible, the selected approver field is cleared.
7. Submit the requisition
Select Submit to open the review dialog. Check the details, then select Continue to create the requisition. After submission:
If approval is required, the requisition is raised and the configured approver is notified.
If auto-approval applies, the requisition is approved immediately and can move on to agency fulfilment.
An activity entry is created, and any configured notifications and webhooks are dispatched.
Why submission might be blocked
Submission can fail if any of the following are not met:
You do not have Create requisitions permission for the selected project.
The selected site or trade is missing or inactive.
Start or end dates are missing, or the end date is before the start date.
No active working day in the selected shift pattern falls within the requisition dates.
Neither a valid time rate nor an active piece rate exists for the selected trade and rate type.
Purchase order validation is enabled and a required purchase order is missing.
Your approval value limit does not cover the requisition total and no valid approver has been selected.
A selected approver does not have permission or is over their project approval value limit.
Approver information is required but has not been provided.
A hiring manager is required but no eligible manager has been selected.
